    "content": "Thank you, hon. Temporary Deputy Speaker. I wish to join my colleagues who have spoken before me in congratulating hon. Ottichilo for this well thought out Bill on climate change. It is a fact that climate change is here with us. As much as sometimes we bury our heads in the sand and pretend that it is not here, the reality speaks for itself. Nowadays, we experience long spells of droughts at times when we least expect them. Our country and our continent have ASAL areas but nowadays, it is like there is an extension of the ASAL areas. Kenyans and Africans generally have been suffering. We have floods at times when we least expect them. We have droughts at times when we do not expect drought. The rains even come at times when they are not expected. It is difficult for people to plan.
