The answers he is giving to this House refer to the years 2002 and 2004. We are now under a new constitutional dispensation. I have referred him to the article of the Constitution which allows Kenyans to join, form or participate in trade unions. Why is he denying this group of Kenyans that right when it is provided to them by the new Constitution?**"
