It is not for the Assistant Minister alone to decide otherwise, without giving us proper documentation to the effect that the National Labour Board has decided not to allow these people to form a new labour organisation, because their numbers are insufficient. So, could he come to the House with a written explanation showing that it is the National Labour Board which has advised him that way?"
