    "content": "Madam Temporary Speaker, thank you for the opportunity to make my contribution to this Bill. I feel that the intentions of this Bill are certainly very good. I also appreciate what this Bill is designed to achieve. Kenyans embraced the current Constitution largely because they were motivated by the desire to have devolution. They felt at the time that devolution would help them to achieve faster development. That devolution will improve service delivery and help expand the economies of the counties.
