    "content": "I just wanted to contribute a little on the second Petition. Whereas I support that Petition and empathize and sympathize with Kenyans who all the way from 1992 have not been settled, there are two fundamental issues that we need to look at. The first is that the idea of resettling IDPs in this country has become more or less like a cash cow for Government officers. I think as an oversight body, we need to start scrutinizing this issue very seriously to find out whether we are still resettling Kenyans or the people who are supposed to be resettled are not being resettled, yet the amounts allocated every year through the Budget go into the pockets of Government officers."
