    "content": "necessitated the deployment by the National Police Service (NPS) and other security agencies in the area to successfully apprehend the attackers within the terrain described, and further needed specific support of additional equipment from KDF in terms of emergency. In this regard, the NPS has sought the support of the KDF to contain the emergency in a very limited form. This form includes the use of aircraft, use of a minimal special force unit and use of the night vision equipment only used by KDF. That was necessitated by the element of emergency. Due to the organized nature of the attacks and the challenging terrain, the potential for escalation of the emergency within Lamu County and other counties was felt highly and, hence, the Cabinet approved, under Article 241(3)(b), for that equipment and minimal special force of the KDF to be deployed. The KDF has a constitutional obligation under Article 241(3)(b) of the Constitution to assist and support other authorities in situations of emergencies. This time, the other authorities mean the NPS and other security agents."
