"content": "The circumstances obtaining in Lamu County as narrated above constitute a serious security emergency within the meaning of Article 241(3)(b). Parliament oversight and specific procedures are obtained through the obligation on the part of the KDF to report on its deployment during emergencies as provided in the same Article, and the Cabinet Secretary for Defence will provide a further report to Parliament on when the deployment of that equipment and special force has been discontinued as per the requirement of law. In that case, Parliament will receive a report on the number of equipment, the number of the force and the resources used in that minimal operation. Where the KDF and the Executive feels that they need to deploy the KDF in totality, Article 241(3)(c) will apply and this House’s approval prior to that situation, if the situation arises, will be sought."
