"content": "country and we are being labeled to be un-patriotic. That is not right. We are responsible leaders. We have sworn to protect the Constitution and that must be respected. We raised the matter which borders on the Constitution and each one of us has a duty to protect and defend the Constitution. Hon. Temporary Deputy Speaker, I want to go on record that I am not satisfied with the answer which the Leader of the Majority Party gave and I want, one day, if he has time, to come to me so that I can read to him the story of the thirsty pigeon and he will know what kind of a person he has become. Hon. Temporary Deputy Speaker, I have been pursuing a matter here since 2012. That is the rules governing the Engineers Act. The Act was passed in early 2012. Almost two-and-half years have lapsed since then. We have buccaneers practicing as engineers in this country. The lives of Kenyans are being endangered. The rules are supposed to weed out people who are masquerading as engineers and yet, they are not. The rules are not coming through. This is the fifth time I am raising this matter. I am requesting the Leader of the Majority, as the link of this House to the Government, to plead with the responsible Cabinet Secretary, so that the rules can be brought to the House to help us weed out the buccaneers who are masquerading as engineers and endangering the lives of our people."
