    "content": "Hon. Deputy Speaker, it is not my wish to take us back where we have come from. I think it is important that as we debate in this House, we stick to the rules of this House as spelt out in our Standing Orders. Hon. Deputy Speaker, I am raising this matter because when we come to the Order on petitions, I had a very burning issue which I wanted to raise. Standing Order Nos. 224 and 226 are very clear that we have up to 30 minutes to do petitions. I felt that when we have issues that touch on our constituencies which we are raising within the confines of the Constitution and the Standing Orders and we are not allowed to do so, it makes our presence in this House to be in vain. Hon. Deputy Speaker, I would wish that much as I do not want to be seen to be questioning the Chair’s ruling, but as we discharge the business of this House, we should do so in the manner anticipated by the Constitution and the Standing Orders. I would wish that at all times we try to stick to the Standing Orders."
