Sabina Chege, it would be important, indeed, that the Committee delves into the matter in its entirety. This is because as I speak, this country is under siege from terrorists. Bearing in mind that the right to security is a right which is enshrined in the Constitution, and more importantly that the duty to provide security to the citizens and safeguard their property is that of the Government, it will be important that the Government comes up with a policy to address---"
