    "content": "fund Level 5 hospitals is just an indicator of a bigger problem. Other than the Level 5 hospitals, we have many issues with the other Level 4 hospitals and below. In most counties, especially those that were there before the creation of new districts, there are a lot of problems. Some counties, like my Kericho County, are spending about 30 per cent of the county allocation on health alone. That is because of lack of costing by the Transition Authority (TA) and the Commission on Revenue Authority (CRA)."
