    "content": "Thank you very much, hon. Temporary Deputy Speaker, for giving me the opportunity to speak on this very important Report. I want to, on the outset, state clearly that I support the Report as proposed by the Mediation Committee. That is because a decline by this House to approve this Report will devastate the Level 5 health facilities in the country. I am encouraged that a number of my colleagues on the other side of the House are in support. Unfortunately, the Leader of the Majority Party, who is my good friend, is not here. Hon. Jimmy Angwenyi has acknowledge the fact that there is need to give more money to Turkana County. He suggested a sum of Kshs5 billion.
