    "content": "Therefore, when you look at the whole question about the Division of Revenue Bill, it is important that we support it. If we do not support this Report, we are likely to make our counties not work. It is time we looked at our health sector as it has been indicated by previous speakers. When you look at the health facilities in many places, they are in deplorable condition. There is also the confusion with the personnel at that particular level. I think those are the areas that we need to look at more keenly as a House. As we look at that, those funds which go to Level 5 hospitals should be channeled to those hospitals because there is a danger of that money going to other uses instead of the intended purposes."
