Temporary Deputy Speaker, I support this report but I also support the allocation of funds to county governments. Let them misuse them and we follow them there. We know who they are. It is easier to know the guys who are misusing our funds at the county level than at the National Assembly. Let us give them all the money and if there is misallocation, we shall follow them at the county level and deal with them there. Let us be honest with each other.
