My good friend has been making serious allegations to the effect that some Ministries are transferring money from one Ministry to the other, which is illegal. I think it is fair for him to substantiate that allegation with facts. Which Ministry in particular is he referring to that has transferred money without the approval of the House? That is a serious allegation."
