    "content": "Hon. Temporary Deputy Speaker, as we move on, the point I was making is that as we do this Budget process, let us not be treated like kids. Where we have approved funds for specific functions or to Ministries and then money is transferred to other departments, this House will be a laughing stock. That is not why we are here. I know the Chairman is serious; he means well for this country. The Members here are serious about it except the Chairman of the Departmental Committee on Finance who is not sure of what he is doing."
