    "content": "Thank you very much, hon. Temporary Deputy Speaker. I support what the Committee did. I want to say that the way it looks, Level 5 hospitals have been orphaned by their father. I want to thank the Budget and Appropriations Committee and hon. Members of the National Assembly for bending backwards to ensure that these orphans get their rightful share. This money is from the national Government. I thought the Chairman and Committee would have given us the formula for sharing this money; as a condition. This is because you are saying Kshs1.8 billion--- You cannot come and say again that the Senate can go and share the money which you have donated. This House should share the money allocated to Level 5 hospitals. Actually, we should have agreed on a formula in this House. There is no way you can say that the Senate----"
