"content": "Hon. Deputy Speaker, I just want to add to what my friend, hon. David Ochieng has said. What is contemplated in Standing Order No.199(5) is that if there is dissenting opinion or a minority report then there shall be two reports and not one report. This is because the word “appended” here basically refers to the fact that, that minority report shall be attached to the main report. So, hon. Deputy Speaker, these Standing Orders do not contemplate a situation where somebody will hide the views of minority Members inside a report which has not been agreed to by all the Members. Therefore, you need to make a ruling on this matter because we shall be setting a very dangerous precedent if we shall continue to be seen to be muzzling the views of the minority, not only in these Chambers but also in the committees. A minority report is a very important report because it gives the alternative view of the Members of the Committee."
