    "content": "Thank you, hon. Deputy Speaker. From the outset, I rise to support this Bill and to thank hon. Dr. Ottichilo for coming up with such a wonderful Bill. It is clearly stipulated in our Constitution that any international policy or agreement that Kenya is a signatory to becomes one of the laws. If you look at the international policies like the 1998 Intergovernmental Panel on Climate Change, the Kyoto Protocol and all these treaties, Kenya is a signatory. It goes without saying that we needed this Bill like yesterday in order to domesticate it. Hon. Deputy Speaker, our grandfathers never went to school, but when they were planning to plant, they used a technique or a trend analysis, whereby they knew what time the rains could come and when to plant. Unfortunately, this has really changed and it has affected agriculture because of the climate change. It is important for us to put in place measures to mitigate some of these risks.
