    "content": "The funding that we are receiving towards HIV is also quite low and it is important that we have a fund where our own Government also has an obligation to ensure that we have sustainable funding for HIV. The dependency is risky owing to un- predictability of the funds that we are receiving from donors. This means that we will require a national programme of this nature which will respond to the national problem as opposed to giving our very important programmes to be fully funded by the donors."
