    "content": "So, a lot of impact has been there and the response, through NACC, has attempted for the first time to put in place institutions that will guide the response of this. It had Constituency Heads of Control Council that we have today. On top of that, in every Ministry and Department, we had AIDS Control Units. The other functions that were extremely important were to get all the multiple stakeholders in terms of funding and implementation to actually operate in a coordinated manner. I think we have made a lot of progress. We have come from prevalence of about 14 per cent and in some places up to 25 percent to as low as 6 percent."
