    "content": "Thank you, hon. Temporary Deputy Speaker. Now, if we have an Authority that is established by an Act of Parliament, I think it will strengthen the structures that already exist. But, most importantly, the Bill as seen in the Committee will actually introduce an amendment so that we have a fund that does not exist in this country. We have asked for it for many years and, therefore, the funding has been to a large extent by donors. I think that is thoroughly inadequate. The donors are now withdrawing and, therefore, it is important that we put in place a fund."
