    "content": "Thank you, hon. Temporary Deputy Speaker, for giving me this opportunity to contribute to this Bill. I want to start by saying that I support the Bill. I support this Bill strongly because we are a country with people who have the tendency to forget very soon where we are coming from. The other day, we declared HIV/AIDS situation as a disaster and everyone was moving towards dealing with it. It was even mainstreamed in all public institutions. We have forgotten that very fast. The impact of HIV/AIDS is not only medical. It has socio-cultural dynamics that could change the society entirely. That is what is happening. We, therefore, need interventions like legislation to make sure that we are able to control and prevent the instances of HIV/AIDS. Hon. Temporary Deputy Speaker, we have poverty.
