    "content": "Mr. Speaker, Sir, those two forms of reports will be a mechanism for holding the commissions accountable to the people of Kenya; they are really not sufficient because their frequency may be very low, and Parliament will have to look at the written reports. It may be necessary that Parliament passes the necessary national legislation to define the content of any report that it may have to be given by the independent commissions on a more regular basis, and so that the capability of the House to hold the commissions accountable is effectively administered."
