All you needed to do, under Standing Order 45 (2) (3), was to hand in a request and it would not be in my place to refuse you to speak or say what you want to say. What I will not do is to allow you to do something which is against our own procedure. But Standing Order No.1 only gives you a window, where there is no specific provision. Standing Order No.1 (2) says:- “The decisions made in paragraph (1) shall be based on the Constitution of Kenya, statute law and the usages, forms, precedents, customs, procedures and traditions of the Parliament of Kenya and other jurisdictions to the extent that these are applicable to Kenya.” Now, what you want to do is provided for under Standing Order 45 (3). Why should I use Standing Order No.1? Sen. Murkomen, what is your point of order?"
