    "content": "Mr. Deputy Speaker, Sir, the Report of the Committee will be helpful to the Members who want to look at what the Committee has deliberated. But it does not really stop the Members from giving their input on the Bill, based on the ruling that the Speaker gave last week. Unfortunately the time is short, but I think the Clerks can make copies for the Members as they contribute. Mr. Deputy Speaker, Sir, the Bill provides for the equitable allocation of the county governments’ share of revenue. This is the second time that we are discussing the County Allocation of Revenue Bill. We have the experience of one year since the county governments came into being.
