    "content": "Mr. Temporary Speaker, Sir, first, like others have said, I want to support this Bill, but with a heavy heart. Our role as Senators is to mobilize resources for our counties. I must say that the resources we are now allocating to the counties are grossly inadequate. Even the Kshs226 billion that we are now allocating to counties is just a drop in the ocean. I agree with those Members who say it does not amount to 43 per cent. The current budget is in trillions."
