    "content": "I do not know who will pay the salaries of staff in those hospitals. Unless the national Government supports and tops this figure, there could be a serious crisis. I understand that it is political for the national Government to be seen to be doing certain things. If all the money is given to the county governments, then what will the national Government be giving to the county government to show that it is working? That is not its business. Their job has been cut out for them in the national Constitution. We should all be happy to be enforcing this very progressive Constitution.
