    "content": "Hon. Speaker, I stand to oppose this Motion. For a long time, Parliament has been taken for a ride. The CIOC and the CIC need to stick to timelines. In this country, there has been a culture of people doing things the last minute. If it is announced that we are supposed to do something on a certain date, people will always delay even when we have all the time. They will wait until the last minute and then rush into doing things. This culture has to change. We must change things. We are leaders and we must lead from the front. Since we opened this House people knew that time would come when we would need to discuss these Bills. How come they were not brought in time?
