"content": "Hon. Temporary Deputy Speaker, Bills that come to Parliament come from the Constitution Implementation Committee, the Law Reform Commission, the Attorney-General and the Cabinet. They come through the Legal Department of Parliament that looks at them. I then sign and then they are approved by the Speaker. At that level, very little consultation reaches my office. When you publish a Bill, it becomes a public document for debate. It is after the First Reading that serious memorandum come and I am sure that is what the Constitution envisaged. Also, the The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor."
