    "content": "Hon. Temporary Deputy Speaker, there is also the issue of the chancellor of a university. In the unlikely event that the chancellor is unable to perform his duties he will not delegate his powers to any other person. However, through this amendment the chancellor – in the unlikely event that he is incapacitated for whatever reason – will delegate his power to the chairman of the university council, so that none of the functions that are supposed to be performed by the office of the chancellor will stall, or remain unperformed because of the absence the chancellor."
