    "content": "Mr. Temporary Deputy Speaker, Sir, I will not say much but I want to say this about this Bill. When I read through the Bill, Mr. Minister, what is the reporting structure of the Commission? After it has done its job, where does it report? The structures are not very clear in the Bill. After saying the salaries of university staff or teachers are high, will they report to Parliament; will they publish the new salaries without resorting to Parliament? I think, Mr. Minister, something must be done regarding the reporting structure of the Commission. We need to clarify whether the report will come to Parliament or whether the Commission will publish it independently. So, that is one issue which needs some clarification."
