We cannot move far away from the fact that we have terrorism in this country and it is a matter that is vexing all of us but I do not think that it is right for us to take away the right; the presumption of innocence of Kenyans who are arrested by policemen. This is because the right of innocence is very key and the innocence or otherwise of any person who is arrested by a policeman or any other authority can only be determined upon full trial; upon full evidence. We are proposing for the policeman to do this: To take away that right, if I may just refer to it."
