    "content": "Finally, on Petition No.4, the Petitioner said that the Independent Electoral and Boundaries Commission (IEBC) violated the Constitution and the Public Procurement and Disposal Act, CAP412(c) of the laws of Kenya by awarding the tender to an unqualified bidder who then supplied devices that did not work properly or simply failed on election day. Again, this is one of the strong points that the Petitioner sought to rely on. That is a matter that was also canvassed at the Supreme Court."
