    "content": "asked the Minister of State for Immigration and Registration of Persons:- (a) whether he is aware that residents of Emuhaya District have to travel to either Mbale or Kakamega (over 30 kilometres away) to apply for birth certificates and that they are made to pay for application forms; (b) whether he is further aware that it takes, at least, three months after application to get the document; and, (c) when the Government will post a District Civil Registrar to the district and what measures the Minister will take to speed up issuance of the document."
