    "content": "Hon. Deputy Speaker, I laud the last words that you have just said. I only wish that they would apply whenever the Leader of the Majority Party also speaks in this House. I am also very happy that the Chair of the Departmental Committee on Justice and Legal Affairs has already proposed an amendment. Actually, there is a Bill that should be coming to this House before the end of the year. The Bill proposes that anybody coming to this House in future, will have a degree and in fact, a valid degree. This will ensure that when we talk about the removal of IEBC and the Commissioners, you will understand and you will not talk about the disbandment. Hon. Deputy Speaker, the discrepancies that the IEBC results showed touched on every ward of this country. In Meru County, a ward called Anyaki, tthere were 17,000 votes beyond the registered number of voters."
