    "content": "Thank you, hon. Speaker. The IEBC performed well in terms of declaration of elections at the ward, constituency and county level. This is possibly because the people who voted were at those levels. The issue that was before us was whether IEBC engaged in gross misconduct. This petition was by a Kenyan because IEBC was being accused of weakening with time and we needed to be more objective about it."
