    "content": "Thank you, hon. Speaker. Let me wind up on one issue. We know that the Chief Executive Officer of IEBC then is in court being tried, including very senior staff. Under Article 173 of the Constitution, who comes to this House of Parliament to get money for the Commission? Can IEBC be out there saying that they never committed any wrong when we give them money and then you deal with the staff? That is why we were recommending that the IEBC Commissioners ought to be there. As to how we deal with them on other issues, we can deal with that but let us agree that elections were stolen and this is a fact in the minds of Kenyans. We will deal with it another time. Thank you."
