"content": "Hon. Speaker, I agree with my colleague the Deputy Minority Leader that for over one year, we were trying to look at the Constitution and interpret Articles 95 and 96. The matter before the House today as far as the people of Isiolo County are concerned is the wrangle in the assembly of Isiolo and in the performance of the county government. I do not think, through the Speaker’s guidance, that that function lies with this House.
