    "content": "Hon. Temporary Deputy Speaker, we have very few land ports in this country. There is one in Kisumu. Probably, there should be one in Turkana. This Bill proposes to enable the Kenya Ports Authority (KPA) to develop and manage those ports and that is the way it should be. The lakes and inland water ports are shared resources. So, they are resources that you cannot let a county manage."
