    "content": "Thank you, hon. Temporary Deputy Speaker. First of all, I want to thank the Chair and the Committee for having gone through this. We do not want, as Parliament, to be the people who are encouraging people who break the law right, left and centre and go scot-free. As the Member for Ugenya has said, the question we need to ask ourselves is: Are these regulations supposed to pass through Parliament for us to be able to scrutinize them? What has been put across is that a regulation is superseding an Act of Parliament through the Statutory Instrument Act which, I totally believe and think, that the Committee has done some justice."
