    "content": "Mr. Deputy Speaker, Sir, it is, indeed, true that we have the emergency kitty that caters for such projects that may arise on emergency basis. However, the availability of this kitty is also subject to certain conditions. The road is in a state of disrepair but is not an emergency situation and, therefore, it may not directly qualify to be under the emergency kitty. However, as I have said, we are confident that within the next few months, we will get funds that may be used to develop and upgrade that section of the road."
