    "content": "Lastly, hon. Wekesa wanted to know the criterion used to know the number of prisoners in a particular county. Normally, the rate of crimes and population are the parameters that are used. So, the higher the rates of crimes and the population, you will expect the population of prisoners to be higher. Those ones are usually considered among other parameters. Lastly is the issue that was raised by hon. Ochieng on whether we have a plan as a Committee to decongest our prisons in Kenya. We have done this. We have visited most prisons including Kamiti and the Committee is liaising with the Commissioner-General to ensure that there is a concrete policy to decongest our prisons."
