    "content": "Hon. Speaker, another thing is that when you look at how this has been done over the years, the locals have never benefitted from anything. I am looking at my county where we have a lot of natural resources including the wildlife which have never benefitted the locals. I think this is the right time now for us to regulate institutions and how mining is going to be done to ensure that we have everybody benefiting and there is enough money going to these counties."
