    "content": "Thank you, hon. Temporary Deputy Speaker. Over 55 Members of this august House have contributed immensely to this Bill, which is at the Second Reading. We expect Members and the Committee to bring amendments to this important piece of legislation. Because it is first ofits kind in our country, we will give hon. Members ample time to prepare the amendments. When that time reaches, we want a full House so that we make the necessary and appropriate laws that will set in place the mechanism of sharing of resources between the county government, the national Government and the private companies. We also want to make a legislation that will not only help our country, but also becomes a piece of legislation that can be borrowed by other countries.
