Kariuki that his intentions are correct and noble. However, I think exactitude is the essence of law and I think what my other colleagues said is in line with what the Constitution and the County Governments Act says. It is important to be exact in the language that is used so that nobody doubts whatsoever what they are going to do, or when this particular amendment takes effect."
