    "content": "Madam Temporary Speaker, now that we have insulated the seat of Government in those respective physical addresses, I hope that the Jubilee Government is going to remember what President Kibaki and Raila Odinga had started with these county headquarters. I am aware that plans had been drawn and architectural designs had been made where each county headquarters would have a model county assembly, a model county headquarters and a model Governor’s residence. I hope that the Jubilee Government in these remaining three years will fulfill this. The second point is that, I want to say that---"
