    "content": "As I conclude, I would like to touch on this issue whereby Kenya is regarded as the big brother in the region. In the East African Community, it is Kenya which has the lowest salaries. Uganda, Tanzania and the other East African countries look upon us, as a big brother, to set the standards. I just want to plead with this honourable House that we take it upon ourselves, as the other arm of Government, to ensure that we form this Committee. Lastly, on the membership of this Committee, I request that it be expanded to 15 Members. I am told that the names which had been proposed were 21, but they were reduced by the office. We ask them to allow the Members to stand at 15."
