"content": " Hon. Senators, like I said, there is a lot of interest in this matter. But maybe you all need to be cognizant of one fact; that this amount of Kshs1.8 billion came from negotiations of mediation. It was actually not there at all. After we passed the Bill, it went to mediation and then we came back with this figure. Although we are making a very important point, that it has been slashed to almost 50 per cent, that is the amount of money that we have to share for now. So, even as you debate and express your displeasure, I think it is important, in the interest of time, to recognize that this is the money that you passed and we debated all these things during the Division of Revenue Bill. If sufficient displeasure has been expressed, we all do not have to express the same displeasure, so that we can make some progress. Having said that, of course, there is interest in the issue. Sen. Lesan, before you talk, there are two issues, and I think the Speaker has made a Communication on this. If you want to contribute, press “microphone”. It will indicate that you want to contribute. If you have a point of order, then press “intervention,” so that I can see that you actually have a point of order or an intervention other than the intention to contribute. Sen. Khaniri, I can see you on “intervention.” I want to believe that it is a point of order or something other than the debate on the Floor."
