    "content": "Madam Temporary Deputy Speaker, this Committee should look into the whole issue of famine relief. I am aware that famine relief is also another cash cow. Famine relief is a business; famine relief is ridden in corruption in Samburu County. We receive food worth Kshs40 million monthly, but there is very little to show on the ground. I, personally, believe, and a number of people have also reported to me that 50 per cent of the so called famine relief does not reach their destination. This does not only happen in my constituency, but in various parts of Kenya where famine relief is distributed. So, if it is Kshs40 million monthly, we want the Committee to look at the possibility of translating that famine relief into cash, and then we do what is called cash transfer. Let the mwananchi receive cash. Let him buy his own food which sometimes is more healthy than famine relief which its origin is doubtful."
